On June 15, 2001, Shanghai Cooperation Organization was established, and its founding members were China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. General Secretary Xi Jinping announced at the 18th meeting of the Council of Heads of State of the SCO Member States that the Chinese government supports the construction of a China-Shanghai Cooperation Organization local economic and trade cooperation demonstration zone in Qingdao.
On August 29, 2022, SCO HID (Qingdao) Marine Equipment Techology Co., Ltd was signed and established in Qingdao SCO Demonstration Zone as a marine environmental engineering technology project of the SCO.
